NewsIndependent :London murder rate overtakes New York for first time ever after spate of fatal stabbings and shootings
London has overtaken New York City’s murder rate for the first time in contemporary history as the capital has been overwhelmed with a spate of stabbings.
While London remains substantially the safer city overall, with less than half the homicides of New York last year, a recent spike in knife crime meant February was the first month the UK capital was home to more murders than the US city.
London has endured a significant increase in knife crime, with 15 dying in February, nine of whom were aged 30 or younger. Meanwhile 14 were killed in the Big Apple.
Freebeacon: Chinese Party Directive Reveals Increased Chinese Theft of U.S. Technology
China’s Communist Party recently authorized an aggressive program of stealing U.S. science and technology information by recruiting Americans in the tech sector with access to trade secrets, according to an internal Party directive.
The directive outlines a secret program authorized by the general office of the Communist Party of China (CCP) Central Committee of stepped up technology collection beginning in late 2016 and carried out by an intelligence unit called the United Front Work Department.
The document is an approval order from the Central Committee for a “working plan on strengthening the intensity of United Front Work in the area of science and technology of the United States in 2017.”
DallasMorningNews:’Affluenza teen’ Ethan Couch to be released today, must wear GPS monitor, alcohol patch
The 20-year-old, who was 16 when he killed four people in a drunken-driving crash, must wear an ankle monitor equipped GPS device at all times during his probation. The monitor is intended to enforce a 9 p.m. curfew.
Couch, who will turn 21 about a week after his release, will be monitored for alcohol use with a substance-abuse test patch. The patch will be changed every 10 days, and Couch must call a drug test hotline daily when not wearing the patch.
Also, the probation officer may randomly test Couch for drugs, in which case he’ll be required to submit samples of hair, urine, blood, breath or saliva, as requested.
He also can’t drive any vehicle without a camera-equipped ignition interlock, a device that prevents a car from starting if the user has been drinking.
Telegraph:Russia complains UK is not ‘playing by rules’ in new Cold War – and says Britain may have carried out Skripal attack
Sergei Lavrov said the UK had dropped “all propriety” in blaming Russia for the chemical attack, which he claimed may even have been carried out by British intelligence services in a bid to discredit Russia.
“There are other explanations besides those put forward by our Western colleagues who declare that it can only be the Russians who are responsible,” Mr Lavrov told reporters at a press conference in Moscow.
“Experts say that it could be highly advantageous to the British security services as well, who are well known for their capacity to act with a licence to kill.
“It could also be advantageous to the British government, who clearly find themselves in a difficult situation, having failed to fulfill their promises to voters over Brexit.
Kyodo:Another aging reactor in western Japan to be scrapped
Shikoku Electric Power Co. will not seek to extend the operation of an aging nuclear reactor in western Japan, judging that the required safety investments will not pay off due to declining electricity demand in the region, sources close to the matter said Monday.
The No. 2 unit at the Ikata plant in Ehime Prefecture will be the ninth reactor that nuclear plant operators in Japan have decided to scrap following the 2011 nuclear crisis, excluding those at the disaster-hit Fukushima Daiichi complex. Japan currently has around 40 commercial reactors.

RagpickingHistory: Into the Forbidden City: Varosha, Ghost City of Cyprus
In 1974, the glamorous resort town of Varosha in Cyprus was abandoned by its 35,000 mainly Greek Cypriot residents after the Turkish army invaded the northern part of the island. Now fenced off and forlorn, Varosha has never been resettled, being set aside by the Turkish authorities as a possible bargaining chip should negotiations even begin with the south. Today, nearly 40 years after being abandoned, Varosha remains one of the largest modern ruins in existence, on a par with Pripyat in the contaminated zone around Chernobyl in Ukraine.
